Shouldn't staked EOS not be counted in the circulating supply of EOS?

Exactly...we do not want massive surges this is not sustainable growth. Slow and steady wins the race...crypto space is still in its infancy..there is a lot to work out and I believe in 2 to 3 years EOS will start to fully establish itself and the price will reflect. People forget eos has only been out for barely a year as opposed to bitcoin and Ethereum who had been out for some time now....it will take time but eventually everyone will realize
